What is a Clerk of the Works?
A Clerk of the Works is an on‑site representative hired by a public owner (like a municipality, school district, or state agency) to observe and inspect construction work to make sure it complies with the contract, plans, specifications, safety requirements, and applicable standards. They act as the owner’s eyes and ears in the field, documenting progress, reporting issues, and coordinating with contractors, architects, and engineers throughout the project.
