Director of Construction Services
Joseph Zarbo
Joe is a Western New York native, second-generation construction professional, and Co-Founder of E&B Squared Consulting, with a diverse background spanning residential, commercial, and municipal construction. Raised in a family-owned construction business, Joe was exposed to the industry from an early age, frequently accompanying his father to job sites. He began working part-time as a teenager and later full-time, gaining extensive hands-on experience across multiple trades and developing a strong, field-driven understanding of construction operations.
Joe later transitioned into commercial and municipal construction, advancing into senior roles with reputable contractors and a major Western New York developer. Throughout his career, he has managed projects from initial feasibility and design through construction and closeout, including ground-up developments, adaptive reuse projects, high-end interior build-outs, residential and retail developments, and public infrastructure improvements. His experience in construction observation, contract administration, and project management ensures projects are delivered efficiently, in full compliance with plans, specifications, and regulatory requirements, and to the highest quality standards.

Paul Fisher
Paul is a Resident Project Representative and a Grade 3A WWTP operator. Paul has been providing Resident Project Representative Services and/or operating a Wastewater Treatment Plant since the late 1970’s. He has a significant amount of hands on field experience in working with, for, and on municipal utility systems. He has been responsible for operating, maintaining, and completing various upgrades to the Village of Sherman sanitary sewer and water system infrastructure for over 35 years. Since, retiring as the Village of Sherman chief operator in 2012, Paul has started performing Resident Project Representative Services on various local construction projects as well as utilizing his Grade 3A operator license to work as a short-term contract operator for recently upgraded wastewater treatment plants.

Scott Cummings
Scott began his career by taking trades classes in high school through BOCES Loguidice, leading to hands-on experience working in the trades as a union electrician and maintenance mechanic. He has served as the Chautauqua County Sewer District Director and currently serves as a Town of Chautauqua Councilman. He is presently working as a Clerk of the Works on a large-scale municipal capital improvement project. Throughout his career, he has been involved in all phases of public capital improvement projects, including planning, funding, approval, construction, administration, and oversight.

Tom Carlson
Tom is a seasoned Resident Project Representative with more than four decades of experience in municipal water and wastewater systems. A former Grade 2A Wastewater Treatment Plant Operator, he served as Director and Chief Operator of the North Chautauqua Lake Sewer District, where he oversaw plant operations, regulatory compliance, capital planning, and system upgrades across multiple sewer districts. Since 2012, he has supported infrastructure projects throughout Western New York, providing a strong combination of operational expertise, regulatory knowledge, and construction oversight for complex municipal utility improvements.

Jim Cornwell
Jim comes to us with over 30 years of property development experience, including extensive hands-on, real-world expertise. He has worn many hats, leading and supporting numerous projects during his tenure at E&B Squared. In addition to his development background, Jim has played a key role as a construction observer, monitor, and Resident Project Representative (RPR) on multiple water, stormwater, and street projects for our firm.
